Mindanao Alliance of Self-Help Society Southern Philippines Educational Cooperative Center (MASS-SPECC) met with MINCODE’s RESOURCEGov Project Team for an orientation on the use of Open Data Kit (ODK) to study how this system may support cooperatives.

MASS-SPECC is the oldest and largest cooperative federation in the country. MASS-SPECC’s services to its affiliate cooperatives have evolved over the years. Right now, it has a Central Fund which pools surplus funds of cooperatives for on-lending to cooperatives with financing needs. It has an Information and Communication Technology unit that provides software solutions and ATM services, a consultancy unit that provides technical support and advice, and a research and development unit. As of June 2018, MASS-SPECC has 334 affiliate primary cooperatives operating in different parts of Mindanao. The combined individual membership of the federation sums up to more than a million, owning altogether assets at an estimated value of 40 billion pesos. MASS-SPECC is one of the ten member networks of MINCODE.

MINCODE, in partnership with Mahintana Development Foundation, Agri-Aqua Development Coalition (AADC), Kasilak Development Foundation (KDFI), and Philippine Partnership for the Development of Human Resources in Rural Areas (PHILDHRRA), implements the RESOURCEGov 2 Project with support from the European Union. The RESOURCEGov Project introduces the use of Open Data Kit, Qlik Sense, and the Legislative Information Tracking System (LITS) to assist local governments in revenue enhancement and improving service delivery. These systems may also be used by other institutions such as non-government organizations, cooperatives and other civil society organizations.

Last September 26, MASS-SPECC met with MINCODE’s RESOURCEGov Team to explore how it may utilize ODK and Qlik Sense in its operations as a federation as well as how the systems may aid its member cooperatives. ODK may be used for member satisfaction surveys, product test runs, profiling and data gathering. Qlik Sense will be very helpful in analyzing data and immediate visualization to facilitate informed decision making, planning and programming. As some local government officials attest, ODK and Qlik have transformed the way they collect and analyze data.
